The programme sought to help more individuals with mental health challenges understand their conditions and come forward for psychiatric rehabilitation. While the programme was open to the general public, Club HEAL provided additional services which took into account the needs of the Malay-Muslim community, such as language and cultural preferences.

The programme integrated social, educational, occupational, behavioural and cognitive interventions in its approach to psychiatric rehabilitation. Together, these services helped clients to continue with the recovery process upon their discharge from acute psychiatric care, and to achieve long-term recovery and reintegration into mainstream society. Caregivers also received training and education, and took part in support group activities.

In addition, Club HEAL conducted public education talks and other outreach activities to raise the awareness of mental health within the community.
