The programme hopes to build social resilience and optimise the development of young children from lower-income families and to enable the parents to meet contingencies arising from educational and healthcare needs of the child. Through the programme, top-ups will be made to the Child Development Account (CDA) of children from lower-income families in PCF pre-schools in two tranches, to encourage parents to enrol and keep their children in pre-schools (Infant Care, Playgroups and Nursery).
