Studies show that children of socially and economically disadvantaged parents are at higher risk of compromised development by the time they enter pre-school. In 2014, the Temasek Foundation KIDS 0-3 Programme was launched to provide a comprehensive spectrum of care through a multi-layered and integrated health and social care support system. The KIDS 0-3 Centre was subsequently opened in October 2015 as a venue in the community for social networking and support.

From 2014 to 2019, a total of 178 children and their mothers benefitted from the programme.
