Through training of leaders and specialists, the programme develops the learning and development capabilities of the National Academy of Governance (NAOG) and Ulaanbaatar City Training City Centre (UCTC) to strengthen the civil service.

The leadership symposium will reach out to 150 senior civil servants, and the workshops to 36 core participants.
